People in this work enjoy
  • Seeing a road, tank or school repair happen because of your paperwork and follow-up
  • Working with ordinary villagers and local leaders, not only files
  • A steady government job with a clear role in your own state
It may not suit you if you dislike
  • Transfers and postings in small villages, sometimes far from your home town
  • Pressure from both elected members and senior officers, with long hours before meetings and audits
  • Recruitment notices come irregularly, so the wait after your degree can be long, and in Karnataka you must be comfortable in Kannada
Class 11–12 subjects

What the work is like

Working as the full-time government officer of a gram panchayat. You keep accounts, help prepare the budget, handle records, convene meetings, advise the elected members, and make sure government schemes for water, housing, sanitation, jobs and welfare actually reach the village.

A day in the work
You reach the gram panchayat office in the morning and meet villagers who need a certificate, a house-related approval or news about a scheme. Then you go through the cash book and bills, and check the month's accounts. On some days you visit a work site, such as a drinking-water line, a school toilet or a job-card work under a rural jobs scheme, to see if it matches the plan. Evenings or weekends may bring a Gram Sabha or panchayat meeting, where you explain rules to the elected members and write down what they decide.

The path, step by step

  1. Step 1 · Class 10–12Finish Class 12 in any stream. If you want Karnataka, keep Kannada strong, because the language test is a must. The test level was reported to be about Class 10 first-language Kannada. (reported — check with the official body)
  2. Step 2 · 3 years after Class 12Complete any bachelor's degree (BA, BCom, BSc, BBA and so on) from a recognised university. The 2009 state recruitment rules ask for a degree as the minimum.
  3. Step 3 · After the degreeWatch the KPSC notifications page for a PDO notice. Notices do not come every year. The 2024 notice, for the HK and RPC cadres, asked for any degree and an age of 18–35. The limit was 38 for Categories 2A/2B/3A/3B and 40 for SC/ST/Cat-1 (reported). The 2024 fee was about ₹600 for General, ₹300 for 2A/2B/3A/3B, ₹50 for ex-servicemen, and nil for SC/ST/Cat-1/PwBD (reported). (reported — check with the official body)
  4. Step 4 · Kannada Language TestA qualifying paper. You must pass it, but its marks do not count towards your rank (reported). In 2024 the schedule had it on a separate day from the main exam (reported). (reported — check with the official body)
  5. Step 5 · Competitive written examA written, objective-type exam, held on 8 December 2024 in the last cycle (reported). Your rank comes from this paper (reported). Recent notices list no interview, but check the current notice. (reported — check with the official body)
  6. Step 6 · Merit list, documents and postingKPSC publishes the selected list, then your documents and category certificates are checked. You are posted to a gram panchayat in the cadre you applied for (HK or RPC). Seats are reserved by category, so read the notice for the exact rules. (reported — check with the official body)
  7. Step 7 · Training and probationNew officers get induction training in panchayat raj and rural administration, then serve a probation period under state service rules. The appointment order gives the details (reported). (reported — check with the official body)

Ways in

  • Karnataka: direct recruitment through KPSCAny degree, then the Kannada test and the competitive exam. Two cadres are advertised separately: Hyderabad-Karnataka (HK) and the rest of the state (RPC).
  • Other states: similar posts under other namesFor example, Odisha recruits Gram Panchayat Development Officers through the Odisha Staff Selection Commission's combined graduate exam. For 2025 that was a preliminary exam, a mains exam and document verification, for 58 posts (reported). Rules, names and pay differ in every state, so check your own state's notice.

What people earn

Official pay

Karnataka state pay scale of ₹37,900–₹70,850 per month, plus allowances such as DA and HRA (reported). This is the scale shown for the 2024 KPSC PDO notice. I could not open the notice PDF, so please confirm it in the latest notice.

Source: KPSC notifications page (find the PDO notice here; pay figure reported by job-news sites) ↗

Pay follows a fixed state government scale that rises with yearly increments, allowances and promotions, so it is steady rather than high. Allowances like house rent depend a little on where you are posted.

Myth and fact

Myth: A PDO is the elected leader of the village.
Fact: No. The elected head is the Adhyaksha (president) of the gram panchayat. The PDO is a full-time government officer who runs the office, keeps the accounts and helps carry out the panchayat's decisions.

For girls and students with disabilities

Karnataka's 2024 notice gave extra age years to SC/ST/Cat-1, Categories 2A/2B/3A/3B and persons with disabilities. It also waived the fee for SC/ST/Cat-1/PwBD candidates (reported). Seats are reserved by category, so check each notice for the exact rules.

Try it now

  • Class 7–9Go with a parent to a Gram Sabha meeting this month, or ask your village or ward office what the panchayat spent money on this year. Write down three things the panchayat is responsible for.Open link ↗
  • Class 10–12If you are 15 or older, register on MY Bharat and join a local cleanliness, water-saving or tree-planting drive. Notice who organises it and how the work gets approved.Open link ↗
  • College or afterOpen the KPSC notifications page, read the previous PDO notices (qualification, age, exam stages), and set up a reminder to check it every month.Open link ↗

Good to know

  • Under the Karnataka Panchayat Raj Act, each gram panchayat has a whole-time PDO who is a government officer. The salary comes from the Zilla Panchayat fund, not from the village.
  • The last KPSC PDO notice I could confirm was in 2024, for 247 posts (97 HK, 150 RPC) (reported). News sites also report that the state approved about 994 more PDO posts in December 2025. I could not find that notice on the official KPSC page, so check kpsc.kar.nic.in for the latest.
  • The elected head of a gram panchayat is the Adhyaksha (president). The PDO is a different person: an appointed officer who works under the panchayat's guidance and supervises its staff.
  • Age limits, fees, exam pattern and vacancies change with every notice. Always read the latest official PDF before you plan.
