What the work is like
Heads the block office. Carries out central and state rural schemes (housing, rural jobs, drinking water, sanitation, livelihood groups). Supports and supervises gram panchayats, checks funds and records, coordinates health, agriculture, education and other departments, and reports to the District Collector or district head.
A day in the work
You reach the block office in the morning and sign files for pending payments and scheme approvals. Then you hold a review meeting with extension officers and panchayat secretaries on housing, rural job work and drinking water. After lunch you may visit a village to check a road or a school toilet, or listen to people whose pension or job-card is stuck. In the evening you send a progress report to the District Collector, and during floods, heat waves or elections you may be on duty at odd hours.
The path, step by step
- Step 1 · Class 9–12Choose any stream you like and do well. Start reading a newspaper, learn how a village panchayat, block and district fit together, and practise writing clearly. Nothing special is required at this stage.
- Step 2 · Graduation (about 3 years)Finish any bachelor's degree. The minimum age is usually 21 and the upper limit differs by state and category. In the Bihar BPSC 72nd notice (2026), the minimum was 21–22 depending on the post, and the maximum was 37 for general men (reported). Read your own state's latest notice.
- Step 3 · PrelimsA screening test with multiple-choice questions, held once a year by the state PSC. It covers general studies and a Civil Services Aptitude Test (CSAT) paper. In UP's PCS, the CSAT paper is only qualifying (reported). In Maharashtra, Prelims has a General Studies paper and a CSAT paper (reported). Only those who pass go to Mains. (reported — check with the official body)
- Step 4 · MainsWritten papers, usually on general studies, essay or language, and sometimes an optional subject. The format differs by state. Maharashtra's Mains is reported as 800 marks with Marathi and English papers (reported). Marks here and in the interview decide your rank. (reported — check with the official body)
- Step 5 · Interview and checksA personality test of about 100 marks (UP and Maharashtra, reported), then document verification and a medical fitness check as per the state's rules. Posts are filled by rank and category, so your choice of post depends on your rank and the vacancies that year. (reported — check with the official body)
- Step 6 · Training and probationSelected candidates are appointed by the state government as probationers and trained before a regular posting. In Maharashtra's Rajyaseva 2023 batch, gazetted-level officers started a two-year probation and training period (reported). After probation you are confirmed and posted to a block, and you are transferred every few years. (reported — check with the official body)

What people earn
Pay differs by state. UP: BDO is reported at Pay Level 10 (7th CPC), basic ₹56,100 in the pay matrix, plus allowances (reported). Bihar: the 2026 BPSC 72nd notice, as reported, puts Rural Development Officer and Block Panchayat Raj Officer at Pay Level 7 (reported). The UPPSC advertisement lists pay by post, and the BDO line should be checked on uppsc.up.nic.in. I could not open the official BPSC or MPSC pages, so check the latest notice for exact figures.

Pay rises with years of service, promotions and allowances, and it depends on the state and the pay level of your post. A posting in a city or district headquarters can bring more house-rent allowance than a remote block.
Myth and fact
For girls and students with disabilities
Rules differ by state and are set in each year's notice. In Bihar's 72nd BPSC notice (2026), the upper age limit was reported as 37 for general men and 40 for general women, BC and EBC, and 42 for SC and ST (reported). Reservations for SC/ST/OBC/EWS, women and persons with disabilities follow each state's rules, so read the latest notice for your state.

Good to know
- BDO is a state government post, not a UPSC post. The title changes by state: Khand Vikas Adhikari (UP), Gat Vikas Adhikari (Maharashtra), Prakhand Vikas Padadhikari (Bihar). In Bihar, the 2026 notice lists Rural Development Officer and Block Panchayat Raj Officer as the block-level posts (reported). Check which post your state fills.
- A BDO post is one of many posts filled by a state's combined exam, along with posts like SDM and DSP. In UPPSC's 2025 combined state services advertisement, the commission said about 200 vacancies in all (mirror copy). So vacancies are few and rank matters.
- Age limits, vacancies, fees and exam dates change every year and are different in each state. Always read the latest notice on your state PSC's own website (for example uppsc.up.nic.in, mpsc.gov.in, bpsc.bihar.gov.in) before you plan.
- Some states also have exam delays. The BPSC 72nd Prelims was reported as postponed in 2026 (reported). Keep a Plan B degree or job route alive while you prepare.
