Is this for me?

People in this work enjoy
  • Reading carefully and writing clear, short notes
  • Steady work with a fixed career path and job security
  • Seeing how a ministry actually works, and being near big decisions
It may not suit you if you dislike
  • Mostly desk and file work, with repeat tasks and deadlines
  • Years of competing for few posts, usually without a guarantee
  • Postings are mostly in Delhi (reported), so you may live far from home, and decisions are taken by seniors
Class 11–12 subjects
No Class 11–12 subject is compulsory. Students from science, commerce and arts can all go this way. Strong English, basic maths and reasoning, and good general awareness help most in the exam.
First degree

Entrance exams
SSC CGL (Combined Graduate Level) by the Staff Selection Commission: a Tier I and a Tier II computer-based exam, plus a computer and data-entry skill test for this post (reported).

What the work is like

Reading files and writing short notes on them for senior officers. Drafting letters and replies, checking rules and earlier cases, helping with replies to Parliament questions and RTI queries, and keeping work moving between sections of a ministry.

A day in the work
You reach the office in Delhi, check the files that reached your section overnight and read what came with them. A senior officer wants a short note on a pending proposal. You find the relevant rule and an earlier case, then write the facts and options on the file. After lunch you draft a reply to another department, help prepare an answer for a Parliament question, and track a deadline on a register or computer. Late in the day you send the file up for approval and start on the next one.

The path, step by step

  1. Step 1 · Class 9–12Choose any stream you enjoy. Build the habits the exam tests: reading a newspaper daily, clear English writing, quick arithmetic and logical reasoning. No special subject is needed.
  2. Step 2 · After Class 12 · about 3 yearsComplete any bachelor's degree. Check the cut-off date for holding the degree in the SSC notice of the year you apply. Notices usually come around May–June (reported). For CGL 2026 the age limit for this post was 20–30 years on 1 August 2026, with relaxation for reserved categories (reported). (reported — check with the official body)
  3. Step 3 · Tier IA one-hour computer-based test with 100 questions: reasoning, general awareness, quantitative aptitude and English. It shortlists candidates for Tier II and does not decide the final rank (reported). In CGL 2025, about 13.5 lakh people appeared, and only about 1.39 lakh were shortlisted for Tier II across all posts (PIB; the shortlist number is reported). (reported — check with the official body)
  4. Step 4 · Tier IIA longer computer-based paper covering maths, reasoning, English, general awareness and computer knowledge. Candidates for ASO in CSS must also qualify in a short computer and data-entry skill test (reported). Your Tier II marks and your post preference decide which post you get. (reported — check with the official body)
  5. Step 5 · Document verification and allotmentSSC checks your certificates and category proofs, then allots posts by merit and the preferences you filled in. CSS is the Central Secretariat Service, run by DoPT. Joining depends on the usual character and medical checks (reported). (reported — check with the official body)
  6. Step 6 · Joining and 2 years' probationYou join a ministry as Assistant (now called Assistant Section Officer) in a Group B non-gazetted post. Direct recruits are first appointed on probation for two years under the CSS rules. You are a paid government employee during this time.
  7. LaterPromotion to Section Officer, which is a gazetted post. Higher grades are Under Secretary, Deputy Secretary and Director. Section Officer posts are filled by promotion and by a departmental exam. Direct recruitment at that level was discontinued after the 2003 restructuring.

Ways in

  • Direct entry through SSC CGLAny graduate who meets the age limit can sit the open exam. After the 2003 restructuring, direct entry into CSS is at the Assistant level only (DoPT).
  • Promotion or departmental exam for serving clerksServing Upper Division Clerks / Senior Secretariat Assistants in CSS (DoPT) or MEA (Cadre Cell) with at least 6 years in the grade can take the SSC Limited Departmental Competitive Exam. The 2025 exam, notified in June 2026, had 318 CSS vacancies. It is closed to outsiders.

Your real chances

In CGL 2025, about 28 lakh people applied and about 13.5 lakh appeared in Tier I, for all CGL posts together. That is the official PIB figure. The tentative vacancy count was 14,582 across all posts, with 682 for ASO in CSS (reported). The 2026 tentative list is smaller, with 10,731 posts in total and 668 for ASO in CSS (reported).

What people earn

Official pay

Pay Level 7, ₹44,900–₹1,42,400 basic (7th CPC), Group B non-gazetted, plus allowances such as DA, HRA and transport allowance. The pay level is from SSC's June 2026 notice for the ASO/Assistant grade. The allowances are standard government benefits (reported).

Pay starts at a fixed government level and rises with yearly increments, DA revisions and promotions, so a long-serving officer earns a good deal more than a new joiner, and housing allowance depends on the city category.

Myth and fact

Myth: An ASO is just a clerk who types and files papers.
Fact: The CSS handles the ministries' file work: noting, drafting and checking rules. The Assistant grade is Group B, and the service has promotions up to Director (DoPT). Seniors still take the final decisions.

For girls and students with disabilities

Age relaxation in CGL 2026 was 5 years for SC/ST, 3 years for OBC and 10 years for persons with benchmark disabilities, with more for PwBD in reserved categories. Women are exempt from the exam fee, and widowed or divorced women get extra age relaxation (reported). Selection is subject to SC, ST and PwBD reservation (SSC notice), and the departmental exam listed 19 PwBD posts in CSS. The post has no physical-fitness test (reported). Check each year's notice for the disability categories identified for this post.

Try it now

  • Class 7–9Write a one-page note on a real school issue, such as the library timings or a leaking tap. Give the facts, two options and your suggestion. This is the same skill an ASO uses on every file.
  • Class 10–12Read one press release on the Press Information Bureau site this month. Summarise it in five lines and say which ministry would handle it. Once you are 15 or older, you can also register as a volunteer on MY Bharat.Open link ↗
  • College or afterTake a free course on computer basics or spreadsheets on SWAYAM. The exam has a computer knowledge section and a skill test for this post (reported).Open link ↗

Good to know

  • The same name covers different posts. CGL also lists Assistant Section Officer posts in the Intelligence Bureau, Railways, MEA, Armed Forces HQ and MeitY. Some CGL posts called Assistant or ASO in other ministries are at a lower pay level (reported). Check the post code in each year's notice.
  • The DoPT page says CSS, unlike most Group B services, does not feed into the All India Services or Central Group A services. ASO is a long administrative career, not a back door to IAS.
  • SSC sets no limit on the number of CGL attempts (reported), but the age limit still applies. Vacancies change a lot from year to year. The CGL 2026 tentative list put ASO in CSS at 668 posts (reported).
  • Most CSS postings are in the ministries in Delhi (reported). Do not plan on a posting in your home town.
