Urban and Town Planner
Plans land use, roads, housing and services so cities and towns grow in an orderly way.
Facts checked 29/10/2026
Is this for me?
- Seeing how maps, rules, people and money shape a town
- Mixing Maths and data with drawing, geography and social questions
- Work that stays useful for decades, like roads, housing and green spaces
- Government posts are few and open only now and then, so the wait can be long
- Results are slow. A plan can take years, and politics or court cases can change it
- Officers can face pressure from builders and be posted or transferred anywhere in the state
- Class 11–12 subjects
- Class 12 (or equivalent) with Mathematics. For JEE Main Paper 2B (B.Plan), the NTA bulletin asks for at least 50% marks in Maths and 50% overall. Central institutes such as NITs may ask for more, so check each college's rules.
- First degree
- B.Plan, 4 years, then M.Plan, 2 years. Some institutes offer an integrated B.Plan–M.Plan of 5 years.
- Entrance exams
- JEE Main Paper 2B (NTA) for B.Plan. It tests Maths, an aptitude test and planning-based questions, on a computer, in 3 hours. For M.Plan, the entrance depends on the institute (GATE is commonly used; reported). For government jobs, a state Public Service Commission exam.
- Licence or registration
- None needed to start working.
What the work is like
Preparing master plans and development plans. Deciding where homes, shops, industry, parks and roads go. Checking layouts and building proposals against zoning rules. Planning transport, water, housing and slum upgrading. Using maps and GIS. Meeting engineers, officials and residents.
A day in the work
You reach the office and check layout and building-plan files against the zoning rules and the development plan. Then you go out to a site to see whether the plot matches the approved drawing. After lunch you sit with engineers and GIS staff over a draft land-use map for a growing part of town. Some evenings there is a public meeting where residents raise objections or ask for a park or a road.
The path, step by step
- Step 1 · Class 11–12Take Mathematics in Class 12, and aim for at least 50% in Maths and overall. Look at your own town with a planner's eye: where are the footpaths, parks, bus stops and traffic jams?
- Step 2 · Class 12Appear for JEE Main Paper 2B (B.Planning). In 2026 it ran twice, in January and April. The best score counts. The exam has Maths, aptitude and planning-based questions. Seats at central institutes such as SPA Delhi and the NITs are given through counselling on the JEE rank. The 2027 bulletin, published in October 2026, also lists Paper 2B.
- Step 3 · 4 yearsB.Plan at a good planning school. Before you join, check that ITPI has approved the course. ITPI approves B.Plan (4 years), M.Plan (2 years) and integrated B.Plan–M.Plan (5 years) courses, and approval is what lets graduates become ITPI members.
- Step 4 · 2 yearsM.Plan in urban, regional, transport, housing or environmental planning. Many state town planning posts ask for a postgraduate degree or diploma in town and country planning. Entrance is usually through GATE or the institute's own process (reported). (reported — check with the official body)
- Step 5 · Recruitment examA State Public Service Commission advertises town planning posts when vacancies exist. In Telangana's 2026 notification for Assistant Director of Town Planning, the written exam was objective-type. It had a general studies paper and a planning subject paper at postgraduate level (paper details reported). Every state sets its own rules and pattern, so read the notification of the state you want. (reported — check with the official body)
- Step 6 · Verification and postingAfter the written exam, candidates are called for certificate verification. The merit list then leads to posting in a Town and Country Planning department, development authority or urban local body (reported). (reported — check with the official body)
- Step 7 · ProbationNew officers serve a probation period and are often given short departmental training. The length and rules depend on the state service (reported). (reported — check with the official body)
Ways in
- B.Plan, then M.PlanThe most direct path. Take Maths in Class 12, write JEE Main Paper 2B, do B.Plan for 4 years, then M.Plan for 2 years.
- B.Arch or Civil Engineering first, then planningTelangana's 2026 notification accepted B.Arch, B.E./B.Tech (Civil), B.Plan or B.Tech (Planning), along with a postgraduate degree or diploma in town and country planning. So you can do architecture or civil engineering first and specialise later.
- Geography or geoinformatics graduatesThe same Telangana notification also accepted M.A./M.Sc. Geography or M.Sc. Geoinformatics, with a postgraduate degree or diploma in town and country planning. ITPI's 2023 Associateship Examination also accepted a master's in Geography, Sociology or Economics, plus work experience in town planning.
Your real chances
Posts are few. In 2026, Telangana's Public Service Commission advertised only about 10 Assistant Director of Town Planning posts for the whole state (the total is from job-site reports; the official notification gives the category-wise breakup). I could not find an official figure for how many people applied.

What people earn
Telangana, Assistant Director of Town Planning (2026 notification): state pay scale of ₹58,850 to ₹1,37,050 a month, plus allowances. Pay scales differ by state and post. For senior central-pattern posts, Puducherry's Chief Town Planner (filled by deputation of serving officers, not fresh recruits) is at Level 12 of the 7th CPC pay matrix.
Government planners get a fixed pay scale that rises with promotion and allowances, while private planners' earnings depend a lot on the city, the firm and how experienced they are.
Myth and fact
For girls and students with disabilities
The JEE Main fee is lower for women and for SC/ST/PwD candidates. PwD candidates who are eligible for a scribe get extra time for Paper 2B (4 hours instead of 3). In Telangana's 2026 notification, age relaxation was reported as 5 years for SC/ST/BC/EWS and 10 years for persons with disabilities, so check the official notice for any state you apply to.
Try it now
- Class 7–9Walk around your street or neighbourhood and draw a simple map. Mark roads, shops, parks, bus stops and schools. Then write down three problems, such as no footpath or no place to park, and how you would fix them.
- Class 10–12Open ISRO's free Bhuvan map portal and look at your town's satellite view. Spot where it has grown in recent years. Also keep your Maths strong, since JEE Main Paper 2B tests it.Open link ↗
- College or afterTake a free online course on urban planning, transport, GIS or sustainable cities. Search NPTEL and SWAYAM for one. Then read your own city's draft development plan if it is on the local authority's website.Open link ↗
Good to know
- There is no national licence to practise as a town planner. ITPI (Institute of Town Planners, India) membership is a professional recognition. To become an Associate you must be at least 21 and pass its exam or be exempted. A B.Plan graduate's route has included two years of town planning experience.
- Government town planning posts are few and come only now and then, state by state. Telangana's 2026 notification for Assistant Director of Town Planning raised the upper age limit from 34 to 44 years. Another state may have different rules.
- Most government planning posts also open to graduates of other courses (B.Arch, Civil, Geography) who add a planning postgraduate qualification. So B.Plan is the main route, not the only one.
- Private firms, consultancies, smart-city and housing projects and NGOs also hire planners. Their hiring and pay are separate from the government route.
